Tickit Hub - PCN Transfer of Liability (TOL)

Introduction

This process is to be followed when the liable party has informed us that they were not the person driving at the time the PCN was issued.

Further Considerations  
Some details may be sent over which aren’t part of an Appeal but would still be treated as a TOL as they could be advising you of the Driver details. It is also good practice to attach any TOL correspondence to the corresponding PCN, to help keep all details relevant and at hand.
Every time a TOL is processed whether it is an online TOL or a postal TOL, then reissue the PCN (Please check your organisations procedures to see how a TOL while on Appeal should be processed). The only time we do not need to reissue the PCN is if the Registered Keeper has been named as the Driver and has already received the PCN in their name. 
Checking that the address which has been provided is a servicable address by checking Royal Mail for example. Other things to note would be:
  1. If company address has been supplied, ensure they have provided a company name. Also that they company is registered to the supplied address.
  2. Full name should be provided, but refer to internal procedures to confirm if first initial can be accepted.
  3. If hire dates have been provided, to check the dates ensuring they match.

  1. Parking Charge Management

Transferring Liability (TOL)

  1. Within Tickit Hub navigate to Parking Charge Management > Parking Charge Search
  2. Enter the relevant criteria for the PCN you wish to find and press Refresh
  3. Ensure that the correct PCN is listed and that the VRM assigned to it is correct
  4. Click on the required PCN Ref No
  5. It may also be good practice to enter useful details into the comments section of the PCN. For example:
    1. TOL date
    2. Any addition information that may be useful, such as if a hire company have sent a hire agreement or invoice as well as the TOL.
  6. Within the Keeper/Driver tab:
    1. Click the green arrow icon
    2. Enter the new drivers details (please review internal procedures for any specific details that need adding)
    3. Click Update when complete


Postcodes must be added in the correct format – for example, TQ14 5AB, DY6 7AN, SO40 6DS, B5 6NH, E19 7BN, if you are unsure you can use Google to double check.

Make sure that you put the Town in the correct box (City), you do not need to add a county. Please note TORQUAY is a Town, DEVON, is the county. GUILDFORD is a Town, SURREY is the county. PRESTON is a town, LANCASHIRE is the county. Again, please use Google to confirm this.

Once the new keeper details have been updated, the Keeper/ Driver tab should look something like this…



Foreign TOLs

Foreign TOL’s should be added as normal on The Hub. It is always best to double check the address via google, as sometimes they are not in the right order, or the city/state may be an abbreviation etc, but do not worry if you are unable to find the specific address. Please note, some countries do not have/use post/zip codes, in these circumstances please just add ‘0000’ on The Hub when prompted.
